On the evening of October 17, a tragic incident unfolded when a catastrophic explosion rocked a hospital in Gaza City, resulting in the loss of lives, with the majority being civilians. Gaza's health ministry swiftly attributed this calamity to an Israeli airstrike, while Israeli authorities contended that the explosion might have been caused by inadvertent rocket fire from Palestinian militant groups. This unfortunate event has further exacerbated the toll of civilian casualties in the region, highlighting the pressing need for a comprehensive response to address the deteriorating humanitarian situation.

The BIC diligently monitored the European Parliament Plenary debate on the humanitarian situation in the region. This debate culminated in a vote for a joint motion for a resolution. After a protracted and often conflicting debate, MEPs have called for a "humanitarian pause" in their Joint Motion for a Resolution. This pause aims to facilitate the delivery of essential necessities like food, water, and medical aid to the beleaguered Palestinian population in Gaza. While commendable, this gesture falls short of the robust action urgently needed.

Fernando Aguiar, BIC's Advisor, acknowledges that while a ceasefire would have been the preferred and most pertinent position in the current crisis, pragmatically speaking, the call for a "humanitarian pause" represents a modest step forward. In an ideal world, a ceasefire would have provided immediate relief and an avenue for de-escalation. It is noted that the resolution is primarily symbolic, lacking the power to set formal foreign policy, but it carries weight as a political signal. The resolution highlights the need for a coordinated and consistent approach within EU institutions, as emphasized by MEPs themselves.

The European Union's response to the ongoing crisis in Gaza has been marred by a lack of unified and decisive action, leaving EU institutions with a noticeable absence of a coordinated position. The uncoordinated and inconsistent approach over the past 12 days has hindered the EU's ability to effectively address the crisis. It is imperative for EU institutions to work together and prioritize humanitarian concerns in the ongoing conflict, striving to protect innocent lives and support those affected by this crisis.

In addition to the call for a humanitarian pause, MEPs have also demanded an "independent investigation under international law" into the tragic explosion at the al-Ahli hospital in Gaza. This investigation aims to determine whether the explosion was a deliberate attack, potentially constituting a war crime under international law. This call for an independent investigation underscores the importance of accountability and the need to establish responsibility for this devastating incident.

The BIC, therefore, calls on all parties, including EU institutions, to collaborate and prioritize humanitarian concerns in the ongoing conflict, working towards protecting innocent lives and supporting those affected by this crisis.
