Brussels International Center Meets with Libyan Minister Fathi Bashaga

Meeting between the former Minister and the BIC on 1 June 2021.

 

On 1 June 2021, the Brussels International Center, represented by President Marc Otte, met with former-Libyan Minister of Interior Fathi Bashaga to discuss how to move Libya beyond its current political polarisation, as well as solutions to the proliferation of militias throughout the country. The conversation also addressed the upcoming Libyan Presidential elections scheduled for December 2021. Mr Bashaga, a candidate for the scheduled elections, affirmed a commitment to the UN-led political process and proposed elections, noting the necessity of having a government with legitimacy to undertake the vast reforms necessary for Libya to progress towards stability. Mr Bashaga also expressed his request towards the European Union in supporting the Libyan transition, with particular emphasis on technical support.

 

Regarding the topic of militias, we at the BIC agree that a comprehensive DDR program will be necessary to stabilise Libya's fragmented security sector, and welcome the suggestion of identifying, and categorising the groups into feasibility of reintegration, as well as possible economic and professional incentives to hand-over weapons. The BIC's Political Analyst Ben Lowings said "It is crucial to be prepared with strategies that address Libya's long-term security and political challenges, especially those that look beyond the date of December's proposed elections. In this context, a realistic and implementable DDR program is a necessity for Libya."

 

Among the many topics discussed was the important consideration that Libya has tremendous untapped potential both in virtue of its position between Europe and the rest as Africa, as well as its vast economic and natural resource reserves. We welcome the steps taken so far in pursuing a path in Libya that can unlock this potential in Libya and encourage all stakeholders to continue the necessary dialogue processes to ensure that this desire is made a reality.
